Hooters is a chain of restaurants with a relaxed beach-theme. Its also famous for its staff of Hooters girls

This refers to the Star Trek Universe and the ability for Vulcans to meld with another's mind using a special position of the fingers on the face of the other person. Also, director Robert Duncan McNeil starred in Star Trek: Voyager as Lt. Paris.

The opening of the episode seems to be a reference to climax of the 1986 serial-killer/procedural film Manhunter, which was something of a prequel to The Silence of the Lambs. In the film, police make a similarly composed late night raid on the home of a serial killer about to murder a women as "In-A-Gadda-Da-Vida" plays over the soundtrack.
